The Georgetown University Center for Global Health Practice and Impact (CGHPI) serves countries to improve their population health and wellbeing and to safeguard against health-related threats by advancing the use of evidence and human-centered enterprise architecture on the path towards achieving equity and social justice. To achieve this mission, we catalyze the uptake, spread, and implementation of innovations; triangulate data from different sources, and tailor visualization of the information for each audience; design and implement integrated service delivery models; support communities of practice to inform policy and practice through efficient data use and horizontal and vertical collaboration; disseminate best practices and evidence globally through open source learning networks; build global, collaborative, multi-disciplinary, and interprofessional networks; undertake research that is informed by local needs; and invest in local leadership to own, provide oversight, and sustain implemented interventions. Georgetown University, through CGHPI, has recently received an award from U.S Centers for Disease Control and Prevention (U.S. CDC) through funding from the U.S President’s Emergency Plan for AIDS Relief (PEPFAR) to support HIV response efforts in Cameroon for achievement of HIV epidemic control to implement a program titled Translating Data and Evidence into Impact (TIDE). As a result, CGHPI is recruiting for the following program implementation positions. All prospective candidates must be fluent in French and working knowledge of English. Health Informatics Specialist
Reports To: Strategic Information Lead
Location of Work: Yaoundé and Bertoua, Cameroon
Job Overview: The Health informatics specialist/officer will install and configure, maintain all computer systems (hardware and software) and networks at the project office and at all locations (facilities) where TIDE has an IT infrastructure.
Specific Duties:
System management
• Support and troubleshoot applications and services on associated physical servers, virtual servers, networks, storage systems and information security systems.
• Be able to implement Georgetown University’s Business processes for all new and existing applications structures and operations to customers use expectations
• Provide software engineering support when building, deploying, configuring and supporting systems for e-solutions
• Prepare and install solutions by determining and designing system specifications, standards, and programming.
• Supports IT operations by conducting systems analysis; recommending changes in policies and procedures.
• Provides information by collecting, analyzing, and summarizing development and service issues.
• Ensure that all required EMRs are functional
• Ensure all systems remain functional, available and secure.
• Generate reports from different data sources in line with data management demands
Technology Management
• Investigate, analyze and make recommendations to management regarding technology improvements, upgrades and modifications
• Installing and configuring computer hardware, software, systems, networks, printers and scanners
• Provides information by collecting, analyzing, and summarizing development and service issues.
• Maintains database performance by calculating optimum values for database parameters; implementing new releases; completing maintenance requirements; evaluating computer operating systems and hardware products.
Information Technology Support
• Installing and configuring computer hardware operating systems and applications;
• Monitoring and maintaining computer systems and networks;
• Talking staff or clients through a series of actions, to help set up systems or resolve issues;
• Troubleshooting system and network problems and diagnosing and solving hardware or software faults;
• Providing support, including procedural documentation and relevant reports;
• Following diagrams and written instructions to repair a fault or set up a system;
• Supporting the roll-out of new applications;
• Setting up new users' accounts and profiles and dealing with password issues;
• Responding within agreed time limits to call-outs;
• Working continuously on a task until completion (or referral to third parties, if appropriate);
• Rapidly establishing a good working relationship with other professionals, such as software developers and vendors;
• Testing and evaluating new technology;
• Conducting electrical safety checks on computer equipment.
Qualifications
• Experience: Minimum 2 to 5 years working experience; demonstrated success developing a variety of software systems while taking on increasing responsibility for analysis, design, implementation and deployment tasks
• Specialized knowledge: Proficient in using MySQL, PostgreSQL, Oracle, SQL Server, Web services APIs, working in mixed environments including Linux, Unix and/or Windows on desktop, server, tablet, and mobile systems
• Skills: Strong organizational, time management, computer and communication skills, leadership, coaching and team building skills to strengthen and cultivate relationship to help achieve organizational goal.
