To announce a training competitive examination to recruit 35 (thirty-five) student Statistical Engineers/Economists ISE into the “Centre d’Appui aux Ecoles de Statistique Africaines (C.A.P.E.S.A)” for the 2018 session.

of the Constitution.
of decree No.75/780 of 18 December 1975 to lay down the special rules and regulations of the corps of the Statistics civil servants.
of decree No. 94/199 of 7 October 1994 to lay down the General Rules and Regulations of the Public Service, as amended and supplemented by decree No. 2000/287 of 12 October 2000.

HEREBY ORDERS AS FOLLOWS: :
Article 1:
A training competitive examination to recruit 35 (thirty-five) student Statistical Engineers/Economists into the “Centre d’Appui aux Ecoles de Statistique Africaines (C.AP.E.S.A)” has been announced for the 2018 financial year.
The written part of the said examination shall take place on 5 and 6 April 2018 in Yaounde (ISSEA), the only examination centre.
Article 2 : The examination shall be open to all Cameroonians of both sexes who fulfill the following conditions:
A – FOR EXTERNAL CANDIDATES
I- Mathematics Option
- Be born after 31 December 1991 (be at most 26 years of age in 2018).
- Be holder of a degree in Mathematics or be registered into the third year of the first cycle of the university, majoring in Mathematics: the admission of such candidate shall be subject to success in the degree at the end of the ongoing academic year.
- Be registered in a special Mathematics class.
- Holders of a diploma higher than the required diploma and who fulfill the age requirements can write the examination.
II- Eonomics Option
- Be born after 31 December 1991 (be at most 26 years of age in 2018).
- Be holder of a degree in Economie Sciences or be registered into the third year of faculty of economic Sciences: the admis~ion of such candidate shall be subject to success in the degree at end of the
ongoing academic year.Holders of a diploma higher than the required diploma and who fulfill the age requirements can write the examination.
B – FOR INTERNAL CANDIDATES
Be an Assistant Statistical Engineer and a civil servant or a senior official in any national Statistics organization.
Be born after 31 December 1977 (be at most 40 years of age in 2018).
Show proof of at least two years working experience in that capacity by 1st January 2018.
Statistics students in the final year can write the examination.
Article 3:
Be an Assistant Statistical Engineer and a civil servant or a senior official in any national Statistics organization.

Article 3:
Candidates shall compile two complete application files and submit them, against a receipt, at the Ministry of the Public Service and Administrative Reform, Department of State Human Resources Development, not later than 20 February 2018. The files shall comprise the following documents:
A – CAPESA files
- an application form obtainable from either the Ministry of the Public Service and Administrative Reform (Department of State Human Resources Development), the Regional Delegations of the Public Service or from ISSEA Yaoundé.
- a certified true copy of birth certificate signed by a recognized civil authority (Governor, SDO, DO, Mayor) not more than three months old.
- a school attendance certificate or attestation of registration for the current academic year for candidates who are not holder of a degree.
- certified true copies of certificates obtained signed by a recognized civil authority.
- one passport size photograph.
- a certificate of non-conviction not more than three months old.
- an attestation of work in the Public Service not more than three months old (for civil servants).
B – Public Service Files MINFOPRA
- a registration form bearing a CFA 1000 fiscal stamp. The forms can be obtained from the Ministry of the Public Service and Administrative Reform or in the Regional Delegations of the Public Service;
- a certified true copy of birth certificate signed by a recognized civil authority (Governor, SDO, DO, Mayor) not more than three months old.
- a certified true copy of the required certificate signed by a recognized civil authority.
- an attestation of presentation of the original of the said certificate.
- a receipt attesting payment of a registration fee of CFA 15000 francs (fifteen thousand) for student candidates and CFA 20 000 francs (twenty thousand) for civil servants issued by the Service Head for Direct and Scholarship Competitive Examinations of the Ministry of the Public Service and Administrative Reform (Department of State Human Resources Development).
- a certificate of non-conviction not more than three months old.
- a medical certificate issued by a public sector Medical Officer, signed not more than three months ago.
- an authenticated copy of the candidate’s absorption instrument (for civil servants).
N.B: -All incomplete or late files or files containing documents not signed by a recognized civil authority shall be automatically rejected.
Files of candidates who have written the examination three rimes shall be rejected.
Article 4 :
1. The written part of the examination which shall take place at the Yaounde centre only (ISSEA), shan be scheduled as follows:
A – Mathemarics Option
B -Economies Option
2. Candidates are expected to be in the examination hall at 7 :00 am prompt for the morning papers and 1:30 pm prompt for the afternoon papers.
The syllabus for the Mathematics option shall be that of the third year of the undergraduate Mathematics course while that of the Economies option shall be that of the third year of the under-graduate economies syllabus.
Article 5 : The final results of the competitive examination shaH be published through an instrument signed by the Minister of the Public Service and Administrative Reform.
Article 6: This order shall be registered and published wherever necessary.
